Crisis Intervention Centre for Transgender individuals


The Transgender Persons (Protection of Rights) Act, 2019 and Rules 2020 specify the penalties for crimes against Transgender persons and provide for the establishment of redressal mechanism. In addition to these measures, there is a need to comprehensively address the widespread prejudice and violence against transgender individuals. The Transgender Rights Protection Act, 2019 stipulates that the State Governments must have a grievance redressal cell to address the needs and grievances of transgender individuals and a Crisis Intervention Centre to intervene in emergencies.

For this purpose the Social Justice Department has started a Crisis Intervention Centre at Ernakulam district with information technology facilities under the supervision of the Department to address issues of violence against transgenders and complaints related to gender reassignment surgery, and problems among transgender individuals within the community and family. The crisis intervention centre will function 24x7 and the services will be available at the finger tips. As part of making the helpline service more efficient, a tele-call facility with location / call tracking and call recording facilities will be made available at the centre.

Everyone, including Transgender people, has the universal and inalienable right to live with dignity and free of violence and is an active agent in their development. This crisis intervention center can act towards coordinating community-level support structures and stakeholder Departments for transgender persons at risk of violence. It is further crucial that transgender persons are actively involved in implementation of the services rendered, as staff, to enable increased access to a large section of the population that remain hidden or unaware of their rights. Most Transgender persons experience poverty and homelessness as a result of eviction from their parental homes. As most transgender persons do not have support structures and generally experience difficulty in getting short-term accommodation, the short-stay shelters can also be used as safe spaces to stay in case of non-emergency situations, such as accessing healthcare services in a different cities, appearing for job interviews or participating in a short-term skill building program. Similarly, the crisis centre will act as a support system for transgenders in crisis.
