1. Children’s Homes

It is a child correctional institution that aims at the ultimate welfare of children who are in need of care and protection under the Juvenile Justice (care and protection of children) Act. There exist 6 children’s Homes for boys and 2 for girls in the State.

Category of Inmates
Destitute uncontrollable and neglected children and children of leprosy patients

2. Observation Homes

The observation homes are meant to temporarily accommodate juveniles below 18 years who are in conflict with the law for a period of 4 months.

These homes for boys have been set up in all the districts in Kerala except Idukki under the Juvenile justice (Care and Protection of Children) Act., 2000.  And only one observation home for girls (Vellimadukunnu) have been set up at Kozhikode district. In all other districts Mahila Mandirams function as shelter home, for girls for their temporary reception.

3. Special Homes

Special homes are meant for the social rehabilitation of juveniles in conflict with law as a last resort. Such a decision would be taken by the Juvenile Justice Board after due enquiry. Two such homes are established in the state at Thiruvananthapuram (for boys) and Kozhikode (for girls).

5. Juvenile Justice Boards: As per section 4 of Juvenile Justice (Care and protection of Children) Act,  2000 . Juvenile Justice Boards are constituted in all districts and it is headed by the Principal Magistrate (Chief Judicial Magistrate) and two social workers as members. 

6. Child Welfare Committees:  Constituted under section 29 of Juvenile Justice (Care and protection of Children) Act,  2000 for exercising the powers and discharging the duties conferred in relation to child in need of care and protection under the said Act. Committee is headed by a Chairman and four members, who are social workers, are appointed by the Government for a period of 3 years.


7. Selection Committee:
Headed by a Judge (retd) High Court of Kerala for exercising the powers and discharging the duties conferred on such committee under the Juvenile Justice (Care and protection of Children) Act,  2000 (Central Act 56 of 2000) and the Juvenile Justice (Care and protection of Children) Rules, 2007. The Committee selects the Social Worker member of the Juvenile Justice Board and Child Welfare Committee.
