Kerala has been a pioneer in adopting social security and welfare measures for the economically and socially weaker sections of the population, in particular women, in terms of shelter homes, rehabilitation measures,  women specific organizations and so forth.

There are 74 Welfare Institutions  functioning under the Social Justice Department for the welfare and rehabilitation of women, infirm, destitutes, aged, orphans and disabled juvenile delinquents.

The welfare institutions functioning at present are:

      1 Home for Physically Handicapped (Men)
      2 Homes for Physically Handicapped (Women)
      1 Home for Mentally Challenged Persons (Prathyasa Bhavan)
      1 Custodial Care Home for Men ( Pratheeksha Bhavan)
      6 Asha Bhavan
