Kerala has been a pioneer in adopting social security and welfare measures for the economically and socially weaker sections of the population, in particular women, in terms of shelter homes, rehabilitation measures, women specific organizations and so forth.
There are 50 Welfare Institutions and 30 Juvenile Justice Institutions functioning under the Social Justice Department for the welfare and rehabilitation of women, infirm, destitutes, aged, orphans and disabled juvenile delinquents.
